Resiliency Office

​The Alachua County Resiliency Office tackles projects that help to improve the sustainability of internal County operations as well as the sustainability of our community. This includes projects related to energy efficiency, renewable energy, zero waste, climate mitigation and adaptation, sustainable building design, and more.​

Alachua County Energy Efficiency Program (ACEEP)​

The Alachua County Energy Efficiency Program (ACEEP) is an affordable housing sustainability initiative. ACEEP brings energy efficiency improvements to Alachua County’s low-income renters to bring down utility bills and keep affordable rentals on the market. This program pays for up to $15,000 in energy efficiency improvements per rental unit, on the condition that the landlord commits to keeping the unit affordable and available to rent for a certain amount of time. ACEEP also provides funding for small landlords to help them bring affordable units onto the market. ACEEP is proud to have been reviewed and developed through the ACEEE Energy Equity for Renters technical assistance grant, which ran through December 2024. EMPOWER Coalition

Alachua County has the privilege of being one of the founding members of EMPOWER, a coalition of municipal leaders, local non-profits and neighborhood organizations, educational institutions, and green businesses. Jumpstarted by the NAACP Environmental Climate & Justice Committee, this coalition works with three local, energy-burdened neighborhoods to make sure that no one is left behind in the green energy revolution. The EMPOWER Coalition is the two-time recipient of the Department of Energy’s Communities LEAP technical assistance grant program, administered by the National Renewable Energy Laboratory​.

Climate Action Planning

The Alachua County Resiliency Office leads the outreach and design of the County’s first ever Climate Action Plan. In 2023, Alachua County completed the most comprehensive climate vulnerability analysis of any inland County in Florida, including chapters on agricultural impacts, extreme heat and weather predictions, flooding and groundwater impacts, climate migration expectations, and more. This vulnerability analysis is laying the groundwork for a concrete plan to address climate change in our community, to build resiliency and protect our residents against the worst impacts of climate change. As the plan progresses, it will be maintained and its progress tracked through an online Dashboard accessible to the public.​

Solar Panel E-CIP Program

Alachua County's innovative E-CIP program is the County's solar PV financing method, with a long-term goal of having solar PV on all Alachua County buildings in the future. The E-CIP program is a revolving fund which captures the utility savings that the County derives from existing solar PV installations and sets them aside as funds for more solar panels. As these panels are installed, more utility savings are realized, and more new solar panels can go up.
